It is not possible through Network Component. Network Component makes use of the IP layers of the Operating System. Connection time-out properties can be modified, but only system-wide, by changing the local system registry through the following registry hive: 'HKLM\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters' For instance, set the 'TcpMaxConnectRetransmissions' entry to change the number of connection retries.
